If he hadn't, he and Paul would be neck and neck. Actually one other thing: Paul has many thousands of self-organizing, unofficial, unpaid but highly motivated volunteers through meetup and other groups. They are highly coordinated and getting moreso and require no money at all from Paul's campaign. I don't know how you put a dollar number on that but I bet Giuliani would trade his $18 mil for it.
